Canada was one of 196 parties at COP21 in Paris to adopt the Paris Agreement, a legally binding international treaty on climate change. The agreement aims to limit global warming to well below 2 degrees Celsius, preferably 1.5 degrees, compared to pre-industrial levels. While hailed as a historic step, the agreement is also criticized for lacking sanctions against non-compliant countries. Canadian minister Catherine McKenna, a facilitator at the conference, supported the inclusion of the 1.5°C target.
