The History of Environment in Canada

The creation of Emergencies Program by Cabinet Directive in recognition of a need for consolidated scientific advice following the running aground of the SS Arrow in 1970. The directive mandated Environment Canada to take a lead role in the federal government’s response to environmental emergencies.
